Narrative:
Air carrier X was given takeoff clearance without coordination with departure controller. Local controller noticed no strip marking to indicate aircraft was released. Action taken, called oqu TRACON to advise, no evasive action required. Factors: local controller not paying attention to all aspects of position. Situation occurred: because local control is not used to passing departures, nor was the strip checked for markings prior to issuing takeoff clearance. Normally ground control is required to pass departures, but approximately 15 mins prior to this, ground control had coordinated with local controller to pass departure. Due to training on ground control. To solve: ground control in future will coordinate on a recorded line so as to alleviate ground control from problem, as the local controller has denied ever hearing coordination, even though more than one person heard local controller acknowledge coordination. Also local control will have to pay more attention to requirements of position.

Title: ACR CLEARED FOR TKOF WITHOUT OBTAINING A RELEASE FROM APCH CTL FAC.
Narrative: ACR X WAS GIVEN TKOF CLRNC WITHOUT COORD WITH DEP CTLR. LCL CTLR NOTICED NO STRIP MARKING TO INDICATE ACFT WAS RELEASED. ACTION TAKEN, CALLED OQU TRACON TO ADVISE, NO EVASIVE ACTION REQUIRED. FACTORS: LCL CTLR NOT PAYING ATTN TO ALL ASPECTS OF POSITION. SITUATION OCCURRED: BECAUSE LCL CTL IS NOT USED TO PASSING DEPS, NOR WAS THE STRIP CHECKED FOR MARKINGS PRIOR TO ISSUING TKOF CLRNC. NORMALLY GND CTL IS REQUIRED TO PASS DEPS, BUT APPROX 15 MINS PRIOR TO THIS, GND CTL HAD COORDINATED WITH LCL CTLR TO PASS DEP. DUE TO TRAINING ON GND CTL. TO SOLVE: GND CTL IN FUTURE WILL COORDINATE ON A RECORDED LINE SO AS TO ALLEVIATE GND CTL FROM PROBLEM, AS THE LCL CTLR HAS DENIED EVER HEARING COORD, EVEN THOUGH MORE THAN ONE PERSON HEARD LCL CTLR ACKNOWLEDGE COORD.
