Narrative:

I was recently cleared for the VOR 24 approach at teb, first in line with several turbine aircraft behind. Asked for a WX base report, I indicated I would comply. Another plane behind me asked why we were not using the ILS 6. The controller answered that newark traffic was passing overhead teb for the approach to runway 22 and paths would conflict. An ILS into teb, we were told, would require a lengthy hold. Although there was no convective activity close by, we were in and out of intense rain showers. Many complained about the turbulence. At 1100' MSL, the tower asked again for a base report and I reported that I was still IMC. At the MDA (900' MSL) things were no better. Fearing the hold and knowing the area well, I descended when very close to the airport and broke out at 650' MSL. I did not give a base report. The jet behind me did impressive apches. The tower was complimentary of the piloting skills of some of the newest arrivals (deservedly so). Newark's runway 22 has an ILS approach with a 211' MDA. Teb desperately needs an ILS approach from the northeast like newark so that teb's general aviation community may have the same 'chance' into new york as do the commercial carriers. If teb's single ILS is not in use during moderate IFR conditions, it is a major problem for teb arrivals although conditions may be considerably better than 'low IFR'. I am guilty of 'busting minimums' which I would not have done T an unfamiliar airport. I am glad that my failure to report did not cause injury to others. But I occasionally find a disregard for the professional general aviation pilot. Over jfk there is a nervous pitch to separation efforts. Shortly afterward a controller once sent me within feet of another GA aircraft that he had seen on his radar. I was recently given the VOR 24 approach with ATIS reporting '400' overcast'. When I asked why I was given an approach with 900' minimums in these conditions, the reply was to try despite the reported ceilings. After calling missed approach, we opted to land at morristown rather than accept an hour hold as thunderstorms were approaching. ATC's policy invites minimum busting at teb. Teterboro's proximity to newark with its neern ILS creates havoc for teb arrivals. It seems to me that new york needs an even-handed policy. We live here, too.

Title: PLT OF UNKNOWN ACFT DESCENDED BELOW LNDG MINIMUMS TO EFFECT A LNDG AT TEB. OTHER ACFT FOLLOWED SUIT. ACFT OFTEN CLEARED FOR APCH WHEN WX IS REPORTED BELOW MINIMUMS AT TEB. PLTS ENCOURAGES TO 'GIVE IT A TRY ANYHOW'.

Narrative: I WAS RECENTLY CLRED FOR THE VOR 24 APCH AT TEB, FIRST IN LINE WITH SEVERAL TURBINE ACFT BEHIND. ASKED FOR A WX BASE REPORT, I INDICATED I WOULD COMPLY. ANOTHER PLANE BEHIND ME ASKED WHY WE WERE NOT USING THE ILS 6. THE CTLR ANSWERED THAT NEWARK TFC WAS PASSING OVERHEAD TEB FOR THE APCH TO RWY 22 AND PATHS WOULD CONFLICT. AN ILS INTO TEB, WE WERE TOLD, WOULD REQUIRE A LENGTHY HOLD. ALTHOUGH THERE WAS NO CONVECTIVE ACTIVITY CLOSE BY, WE WERE IN AND OUT OF INTENSE RAIN SHOWERS. MANY COMPLAINED ABOUT THE TURBULENCE. AT 1100' MSL, THE TWR ASKED AGAIN FOR A BASE REPORT AND I REPORTED THAT I WAS STILL IMC. AT THE MDA (900' MSL) THINGS WERE NO BETTER. FEARING THE HOLD AND KNOWING THE AREA WELL, I DESCENDED WHEN VERY CLOSE TO THE ARPT AND BROKE OUT AT 650' MSL. I DID NOT GIVE A BASE REPORT. THE JET BEHIND ME DID IMPRESSIVE APCHES. THE TWR WAS COMPLIMENTARY OF THE PILOTING SKILLS OF SOME OF THE NEWEST ARRIVALS (DESERVEDLY SO). NEWARK'S RWY 22 HAS AN ILS APCH WITH A 211' MDA. TEB DESPERATELY NEEDS AN ILS APCH FROM THE NE LIKE NEWARK SO THAT TEB'S GENERAL AVIATION COMMUNITY MAY HAVE THE SAME 'CHANCE' INTO NEW YORK AS DO THE COMMERCIAL CARRIERS. IF TEB'S SINGLE ILS IS NOT IN USE DURING MODERATE IFR CONDITIONS, IT IS A MAJOR PROBLEM FOR TEB ARRIVALS ALTHOUGH CONDITIONS MAY BE CONSIDERABLY BETTER THAN 'LOW IFR'.
