Narrative:
We, small aircraft X, were practicing instrument apches. We were established in level flight inbound on our first practice ILS at the initial approach altitude. An small aircraft Y apparently unaware that outbnd procedures are typically (VFR) 2500' to the procedure turn, was outbnd at 2200'. On seeing him we started a descending right turn to avoid. Apparently he never saw us. We were in contact with a radar equipped tower who never called him as traffic for us.

Title: LIGHT TWIN ON IFR TRAINING FLT HAS NMAC WITH LIGHT SINGLE ENGINE.
Narrative: WE, SMA X, WERE PRACTICING INSTRUMENT APCHES. WE WERE ESTABLISHED IN LEVEL FLT INBND ON OUR FIRST PRACTICE ILS AT THE INITIAL APCH ALT. AN SMA Y APPARENTLY UNAWARE THAT OUTBND PROCS ARE TYPICALLY (VFR) 2500' TO THE PROC TURN, WAS OUTBND AT 2200'. ON SEEING HIM WE STARTED A DSNDING RIGHT TURN TO AVOID. APPARENTLY HE NEVER SAW US. WE WERE IN CONTACT WITH A RADAR EQUIPPED TWR WHO NEVER CALLED HIM AS TFC FOR US.
