Narrative:
After push back while; running the after start checklist; we discovered the rudder was not showing full right deflection with the right rudder pedal fully depressed. When the pedals were neutral; the rudder was off center to the left. We contacted maintenance control; and were told to return to the gate. Upon returning; mechanics boarded the aircraft and determined that it was not a sensor problem but that the rudder was actually malfunctioning. We deplaned and later swapped aircraft.

Title: CRJ-200 Captain reports abnormal rudder indications during a flight control check after pushback. Crew returns to the gate at Maintenance Control's direction and an aircraft swap is initiated.
