Narrative:

On an instrument approach to hayward at 1500' MSL I received an 'altitude alert' warning from tower. I was well above the MDA for my location (1140'). I called the tower later (not at their request) and was informed that the computer issues such warnings if the descent rate exceeds a set value (in addition to altitudes below mins). A steep descent is required at hayward and such warnings are counter to safety since one naturally upon receiving such a warning stops the descent, checks, and may not get down in time or may be distracted.

Title: PLT OF SMA ON STEAP RAPID RATE DESCENT INTO HAYWARD ARPT WAS ADVISED BY TWR CTLR HE HAD TRIGGERED THE MSAW. PLT CONSIDERS SUCH A WARNING COUNTER TO SAFETY OF FLT.

I CALLED THE TWR LATER (NOT AT THEIR REQUEST) AND WAS INFORMED THAT THE COMPUTER ISSUES SUCH WARNINGS IF THE DSCNT RATE EXCEEDS A SET VALUE (IN ADDITION TO ALTS BELOW MINS). A STEEP DSCNT IS REQUIRED AT HAYWARD AND SUCH WARNINGS ARE COUNTER TO SAFETY SINCE ONE NATURALLY UPON RECEIVING SUCH A WARNING STOPS THE DSCNT, CHECKS, AND MAY NOT GET DOWN IN TIME OR MAY BE DISTRACTED.
