Narrative:

Visual approach; night/VMC/light snow. Landing and rollout was without incident. Tower gave instructions to exit and contact ground. Attempted to exit the runway on high-speed taxiway. Another aircraft was taxiing outbound (northwest bound) on taxiway papa and approaching us and taxiway P4. At first they appeared to slow; however; that quickly changed and they resumed their previous normal taxi speed. They failed to yield to us. [Note: we had right of way; 1. Aircraft exiting the runway.] we were aircraft on their right. The first officer stated; 'they are not stopping.' I applied brakes cautiously! The taxiway was covered in snow and ice and braking action was poor; nonetheless; we skidded to a stop; stopping approximately twenty-five (25) feet short of the runway hold short crossing line. The rear part of our aircraft was still covering the runway. Tower had already given the aircraft in position and hold clearance for takeoff. Realizing we were possibly partially blocking the runway; I immediately notified tower we were not clear the runway because aircraft on taxiway failed to yield. By the time I had room to taxi; added power and began to roll forward; just as the nose started to cross the runway hold short crossing line; I saw the departing/taking-off aircraft fly by/over us approximately 80-100 feet in the air. Notified ground control we were clearing; and that the aircraft on papa failed to yield and requested their flight number. This was way to close and extremely lucky; the aircraft taking off/departing was light. Had that been a heavier aircraft with a longer takeoff roll; then the probability of a collision would have been imminent. I sincerely hope the crew of the other flight is disciplined. Their actions were willful misconduct and criminally negligent.

Title: After an air carrier landed at MSP; the Captain stopped abruptly with the aircraft's tail over the runway while another aircraft was taking off on that runway because taxiing traffic [ahead] did not yield.
