Narrative:
1) at 1 1/2 mi final air carrier X elected to execute a go around, reason for go around not stated. 2) at same time air carrier Y started takeoff roll on same runway. 3) controller initiated transmission to cancel takeoff clearance. 4) shift area supervisor interrupted and directed controller to 'let him go'. 5) helicopter on left downwind instructed to descend immediately since air carrier X during its go around turned left 20 degree to avoid overflying air carrier Y on takeoff roll. 6) air carrier X instructed to turn back and overfly runway 30L at direction of area supervisor. 7) subsequent instruction issued to air carrier X to turn left heading 270 degree to provide separation between the 2 aircraft. High volume of aircraft in inner core of arsa. Prevention: cancel takeoff clearance of aircraft on runway to allow standard missed approach procedure until alternate instructions obtained from approach control. Factor causing dangerous situation: supervisor overriding controller's decision to cancel takeoff clearance of an air carrier departing on IFR flight plan with an air carrier overhead on missed approach, go around.
