Narrative:
On numerous occasions I have contacted burbank approach for a wbound arsa transition. For each transition I received an assigned altitude and routing. When southwest of burbank I was told to resume my own navigation to van nuys. Each time I questioned the altitude restriction and was told that 'resume own navigation' meant that I was authorized to change course and altitude at pilot's discretion. On jun/mon/89, I was given an assigned altitude of 3000' and a routing. When southwest of burbank, burbank approach stated 'resume own navigation'. This time, after I descended to 2500' MSL, burbank approach stated that I was not authorized to descend. I decided to call burbank TRACON and spoke to an approach supervisor. He stated that there seems to be a lack of consistency between their controllers regarding the term 'resume own navigation'. Some feel that it authorizes the pilot to change his altitude and others don't. This random policy leaves the pilot in doubt. The aim pilot/controller glossary is also not clear on this point. The aim should be modified to clarify this.
