Narrative:
I was second in command of small transport, crw to pit, on jun/thu/89. WX 4 sct, 25 sct M 38 ovc 1 rw-F. This was my leg to fly and we were cleared for takeoff at XA25 Z, runway heading to 1600' then right turn to 330 degree up to 4000'. As we climbed through 1800' MSL turning to 330 degree, the captain informed me we had lost the #2 communication radio. The tower now gave us frequency change to charleston departure control on 124.10. As the captain switched frequencys the #1 became inoperable with constant static. We both tried to contact departure control numerous times with no response and the static continued. I informed the captain the field was still in sight. He told me that he would fly the aircraft and instructed me to squawk 7700 for 1 minute and then 7600. The emergency was received by crw. At XA26Z (XB26 local), maintaining VFR, we entered a right downwind for runway 23 at crw. The captain called our intentions on tower frequency as I briefed the passenger and we went through the final landing checklist. After executing a safe landing on runway 23 the #1 communication radio became intermittent and we received clearance to taxi and park. After passenger deplaning was complete, we called crw tower by phone and they informed us the situation had been handled 'by the book'.

AS THE CAPT SWITCHED FREQS THE #1 BECAME INOPERABLE WITH CONSTANT STATIC. WE BOTH TRIED TO CONTACT DEP CTL NUMEROUS TIMES WITH NO RESPONSE AND THE STATIC CONTINUED. I INFORMED THE CAPT THE FIELD WAS STILL IN SIGHT. HE TOLD ME THAT HE WOULD FLY THE ACFT AND INSTRUCTED ME TO SQUAWK 7700 FOR 1 MINUTE AND THEN 7600. THE EMER WAS RECEIVED BY CRW.
