Narrative:
On departure from hpn (white plains, ny) on runway 16, using the westchester 9 departure we took off, leveled at 3000', but a turn to 320 degree was not initiated. There was some confusion as we were asked to reach 3000' as soon as possible and maintain 190 KTS. Crew was also under the impression we were to maintain the runway heading. The westchester 9 departure page is a folded page which can make it very easy to miss some departure instructions or notes.

Narrative: ON DEP FROM HPN (WHITE PLAINS, NY) ON RWY 16, USING THE WESTCHESTER 9 DEP WE TOOK OFF, LEVELED AT 3000', BUT A TURN TO 320 DEG WAS NOT INITIATED.
