Narrative:
I arrived at the helena, mt airport at XX00 am for a flight to great falls, mt to pick up freight. After preflting my aircraft I started the aircraft and began to taxi to the north between a row of t-hangars and a row of parked aircraft. The sun was just coming up over the mountains in the northeast making visibility on the right side of the aircraft difficult. I taxied by several aircraft. After passing the last aircraft I turned right to the runup area and struck an small aircraft aircraft that was parked 2 spaces passed the aircraft in the last tie-down space. I never saw the small aircraft until it was in view on the left side of the windshield. I believe the factors contributing to this incident were the position and the angle of the sun, and the restr visibility on the right side of the aircraft. I think a centerline strip in the tie-down area with turn lines allowing you to know when you had passed the last tie-down spot would have prevented this incident from happening.

Title: PLT OF TAXIING SMA ACFT AT DAWN STRUCK ANOTHER SMA TIED DOWN IN PARKING AREA.
Narrative: I ARRIVED AT THE HELENA, MT ARPT AT XX00 AM FOR A FLT TO GREAT FALLS, MT TO PICK UP FREIGHT. AFTER PREFLTING MY ACFT I STARTED THE ACFT AND BEGAN TO TAXI TO THE NORTH BETWEEN A ROW OF T-HANGARS AND A ROW OF PARKED ACFT. THE SUN WAS JUST COMING UP OVER THE MOUNTAINS IN THE NE MAKING VISIBILITY ON THE RIGHT SIDE OF THE ACFT DIFFICULT. I TAXIED BY SEVERAL ACFT. AFTER PASSING THE LAST ACFT I TURNED RIGHT TO THE RUNUP AREA AND STRUCK AN SMA ACFT THAT WAS PARKED 2 SPACES PASSED THE ACFT IN THE LAST TIE-DOWN SPACE. I NEVER SAW THE SMA UNTIL IT WAS IN VIEW ON THE LEFT SIDE OF THE WINDSHIELD. I BELIEVE THE FACTORS CONTRIBUTING TO THIS INCIDENT WERE THE POSITION AND THE ANGLE OF THE SUN, AND THE RESTR VISIBILITY ON THE RIGHT SIDE OF THE ACFT. I THINK A CENTERLINE STRIP IN THE TIE-DOWN AREA WITH TURN LINES ALLOWING YOU TO KNOW WHEN YOU HAD PASSED THE LAST TIE-DOWN SPOT WOULD HAVE PREVENTED THIS INCIDENT FROM HAPPENING.
