Narrative:

I was working approach combined sectors e-w with moderate traffic with atx X cleared for ILS 34 approach and descending on final. Small aircraft Y had departed runway 34 and turned sebnd. I told small aircraft Y not to turn any further west due to traffic on final. I got involved with 3 aircraft overflying northwest. When I looked back small aircraft Y had turned southwest in front of atx x--close to the same altitude. Both aircraft got each other in sight after the fact. If small aircraft Y had done what he was told, it wouldn't have happened.

Narrative: I WAS WORKING APCH COMBINED SECTORS E-W WITH MODERATE TFC WITH ATX X CLRED FOR ILS 34 APCH AND DSNDING ON FINAL. SMA Y HAD DEPARTED RWY 34 AND TURNED SEBND. I TOLD SMA Y NOT TO TURN ANY FURTHER W DUE TO TFC ON FINAL. I GOT INVOLVED WITH 3 ACFT OVERFLYING NW. WHEN I LOOKED BACK SMA Y HAD TURNED SW IN FRONT OF ATX X--CLOSE TO THE SAME ALT. BOTH ACFT GOT EACH OTHER IN SIGHT AFTER THE FACT. IF SMA Y HAD DONE WHAT HE WAS TOLD, IT WOULDN'T HAVE HAPPENED.
