Narrative:
Flight bfi to victoria back course. I knew from WX briefing that victoria was 5000' broken ocnl 3000 broken 20 mi. Could not obtain approach plates prior departure. Planned to return to bfi or divert friday harbor if instrument approach required. Admitted to ATC voluntarily that victoria approach plates not on board. Airport in sight. We asked to call tower supervisor upon landing. Scolded for not having plates to victoria while on IFR plan. I said I would obtain prior to departure which I did. Callback conversation with reporter revealed the following: reporter stated that he made a VMC approach into victoria with good visibility. He had advised approach control on his own that he did not have the appropriate approach plates. Further stated that they were difficult, and in this case impossible, to obtain. Would not elaborate on necessity to proceed without them. After some conversation he assured analyst that he would never take this course of action again. When asked if he had penetrated any airspace he answered in the negative.

Narrative: FLT BFI TO VICTORIA BC. I KNEW FROM WX BRIEFING THAT VICTORIA WAS 5000' BROKEN OCNL 3000 BROKEN 20 MI. COULD NOT OBTAIN APCH PLATES PRIOR DEP. PLANNED TO RETURN TO BFI OR DIVERT FRIDAY HARBOR IF INSTRUMENT APCH REQUIRED. ADMITTED TO ATC VOLUNTARILY THAT VICTORIA APCH PLATES NOT ON BOARD. ARPT IN SIGHT. WE ASKED TO CALL TWR SUPVR UPON LNDG. SCOLDED FOR NOT HAVING PLATES TO VICTORIA WHILE ON IFR PLAN. I SAID I WOULD OBTAIN PRIOR TO DEP WHICH I DID. CALLBACK CONVERSATION WITH REPORTER REVEALED THE FOLLOWING: REPORTER STATED THAT HE MADE A VMC APCH INTO VICTORIA WITH GOOD VISIBILITY. HE HAD ADVISED APCH CTL ON HIS OWN THAT HE DID NOT HAVE THE APPROPRIATE APCH PLATES. FURTHER STATED THAT THEY WERE DIFFICULT, AND IN THIS CASE IMPOSSIBLE, TO OBTAIN. WOULD NOT ELABORATE ON NECESSITY TO PROCEED WITHOUT THEM. AFTER SOME CONVERSATION HE ASSURED ANALYST THAT HE WOULD NEVER TAKE THIS COURSE OF ACTION AGAIN. WHEN ASKED IF HE HAD PENETRATED ANY AIRSPACE HE ANSWERED IN THE NEGATIVE.
