Narrative:

I was working radar west sector. Fgt 1 was climbed to 10,000' and an ARTS handoff initiated. Fgt 2 departure and was climbed to 10,000' and a handoff was initiated. The aircraft leveled at 10,000' and I instructed the coordinator to contact ZMP with a manual handoff and get a higher altitude for the aircraft. My attention was drawn to a situation north of the airport. Returning to the fgt's, I noticed the data blocks on radar indicated handoffs were accepted. I checked the strips to see the appropriate marking for handoff and climbed the aircraft to the requested altitude as per SOP, and I gave them a frequency change to ZMP. ZMP called and asked what altitude were assigned fgt 1 and fgt 2. I then realized there was an altitude restriction on the strips for the fgt's. They had climbed above these altitude restrictions.

Title: ACFT WERE ISSUED AN ALT DIFFERENT THAN ASSIGNED BY THE CENTER.

Narrative: I WAS WORKING RADAR WEST SECTOR. FGT 1 WAS CLIMBED TO 10,000' AND AN ARTS HANDOFF INITIATED. FGT 2 DEP AND WAS CLIMBED TO 10,000' AND A HANDOFF WAS INITIATED. THE ACFT LEVELED AT 10,000' AND I INSTRUCTED THE COORDINATOR TO CONTACT ZMP WITH A MANUAL HANDOFF AND GET A HIGHER ALT FOR THE ACFT. MY ATTN WAS DRAWN TO A SITUATION NORTH OF THE ARPT. RETURNING TO THE FGT'S, I NOTICED THE DATA BLOCKS ON RADAR INDICATED HANDOFFS WERE ACCEPTED. I CHECKED THE STRIPS TO SEE THE APPROPRIATE MARKING FOR HANDOFF AND CLIMBED THE ACFT TO THE REQUESTED ALT AS PER SOP, AND I GAVE THEM A FREQ CHANGE TO ZMP. ZMP CALLED AND ASKED WHAT ALT WERE ASSIGNED FGT 1 AND FGT 2. I THEN REALIZED THERE WAS AN ALT RESTRICTION ON THE STRIPS FOR THE FGT'S. THEY HAD CLIMBED ABOVE THESE ALT RESTRICTIONS.
