Narrative:

I was working low altitude east and north combined. ZKC initiated a handoff to me on an small transport Y landing cps. By LOA the aircraft should have been approximately 8 mi further west and level at 4000 MSL crossing stl 40 DME. Instead, ZKC accomplished a pointout to blv approach control and had small transport Y descending out of 6500 to 4000 northbound. Blv had departed mlt X southbound at 5000 and handed off to stl departure south. By LOA with blv, blv does not have to vector their departures out the departure gate, merely 'toward' it. I noticed small transport Y still descending and mlt X still southbound. I called blv to see if they were aware, and they said ZKC was working small transport Y and should hand him off to me. I said I know, but he's headed at your departure. There was no answer, so I came off the line and told departure south to watch out for small transport Y. I then called ZKC to see if they were aware and they said they changed his frequency, but he just came back and they turned him west. Departure south had turned mlt X west and climbed to 6000 trying to get above small transport Y. Evasive action was required to avoid a very bad situation. Contributing factors: 1) stl/blv LOA not requiring blv to vector aircraft out the departure gate. 2) ZKC not abiding by LOA, but making a pointout well in advance. 3) small transport Y being 'lost' between frequencys.

Title: SMT WAS DESCENDED TOWARDS ANOTHER ACFT, REQUIRING THE CTLR TO TURN AND CLIMB THE SECOND ACFT.

Narrative: I WAS WORKING LOW ALT EAST AND NORTH COMBINED. ZKC INITIATED A HANDOFF TO ME ON AN SMT Y LNDG CPS. INSTEAD, ZKC ACCOMPLISHED A POINTOUT TO BLV APCH CTL AND HAD SMT Y DESCENDING OUT OF 6500 TO 4000 NBND. BLV HAD DEPARTED MLT X SBND AT 5000 AND HANDED OFF TO STL DEP SOUTH. BY LOA WITH BLV, BLV DOES NOT HAVE TO VECTOR THEIR DEPS OUT THE DEP GATE, MERELY 'TOWARD' IT. I NOTICED SMT Y STILL DESCENDING AND MLT X STILL SBND. I CALLED BLV TO SEE IF THEY WERE AWARE, AND THEY SAID ZKC WAS WORKING SMT Y AND SHOULD HAND HIM OFF TO ME. I SAID I KNOW, BUT HE'S HEADED AT YOUR DEP. THERE WAS NO ANSWER, SO I CAME OFF THE LINE AND TOLD DEP SOUTH TO WATCH OUT FOR SMT Y. I THEN CALLED ZKC TO SEE IF THEY WERE AWARE AND THEY SAID THEY CHANGED HIS FREQ, BUT HE JUST CAME BACK AND THEY TURNED HIM WEST. DEP SOUTH HAD TURNED MLT X WEST AND CLIMBED TO 6000 TRYING TO GET ABOVE SMT Y. EVASIVE ACTION WAS REQUIRED TO AVOID A VERY BAD SITUATION. CONTRIBUTING FACTORS: 1) STL/BLV LOA NOT REQUIRING BLV TO VECTOR ACFT OUT THE DEP GATE. 2) ZKC NOT ABIDING BY LOA, BUT MAKING A POINTOUT WELL IN ADVANCE. 3) SMT Y BEING 'LOST' BETWEEN FREQS.
