Narrative:
Following an uneventful cross country flight; placement of landing gear switch to down failed to deploy gear. Gear down light did not illuminate; gear horn sounded when throttles were retarded. Gear motor circuit breaker was seen to be popped. Breaker was reset and then popped immediately. Attempted to extend gear through emergency method but was unable to crank gear down. The gear extension crank would not move. Elected to declare an emergency; and fly to where there was more emergency equipment available. Made approach and gear-up landing. Pilot and passenger egressed the aircraft and crash crew put foam over small fuel leak.
