Narrative:

We received clearance to descend from 15,000' to 8000' on our descent into bwi from washington approach. As we passed 9700' the controller told us to climb immediately to 11,000', which we did. He called traffic of an small transport at 9000' at 12 O'clock (looked like about 3 mi away). We did not get close enough to classify as a near midair. The controller said it was his mistake, not ours, and that he had in fact issued the descent clearance to us.

Narrative: WE RECEIVED CLRNC TO DSND FROM 15,000' TO 8000' ON OUR DSCNT INTO BWI FROM WASHINGTON APCH. AS WE PASSED 9700' THE CTLR TOLD US TO CLIMB IMMEDIATELY TO 11,000', WHICH WE DID. HE CALLED TFC OF AN SMT AT 9000' AT 12 O'CLOCK (LOOKED LIKE ABOUT 3 MI AWAY). WE DID NOT GET CLOSE ENOUGH TO CLASSIFY AS A NEAR MIDAIR. THE CTLR SAID IT WAS HIS MISTAKE, NOT OURS, AND THAT HE HAD IN FACT ISSUED THE DSCNT CLRNC TO US.
