Narrative:
I was being vectored by ny center for an ILS 27 approach to williamsport, PA (ipt), circle to land runway 9, WX in and out of IMC was ceilings 1500' light rain with 8-10 mi visibility. ZNY cleared us for 4000' to maintain 4000 until established. Cleared ILS 27, report picture rocks (IAF). Reported picture rocks to ZNY who then switched us to ipt tower who requested us to report picture rocks. Tower said this, I heard this and somehow I was springloaded to report the next fix inbound, i.e., the FAF (smoke OM), not the one I had already reported to ZNY (picture rocks). As I reached the OM, we became VFR and turned right to enter a left downwind for runway 9 and called ipt tower and reported the smile OM. The tower operator became understandably upset when I reported the OM rather than picture rocks. It wasn't until later that I realized that tower used the report to clear/hold aircraft for runway 9 departure. I don't know as this was really an ATC problem as much as it was a perception problem on my part. I 'heard', I perceived what I expected to hear: a request to report the OM, i.e., it was the next point on the approach profile, and it just didn't occur to me to report the IAF to tower when I had already reported it to ZNY.

Title: PLT OF SMA ON APCH TO IPT FAILED TO REPORT INITIAL APCH FIX TO TWR AS REQUESTED BY TWR.
