Narrative:

I attempted to obtain an SVFR clearance into oak from the local practice area. ATC was unable due to IFR traffic, but offered an ILS (vectors) which I declined due to lack of pitot static inspection on aircraft. Landed hwd, and later received an SVFR clearance out of control zone, coordinated with SVFR clearance into oak control zone. Took off (hwd) and landed oak (7 mi) without incident. On later examination of far 91.107 I discovered that SVFR prohibited after sunset unless pilot and aircraft are IFR legal. I thought the prohibition was for night SVFR.
