Narrative:

While night flying in VMC conditions I determined; no runway approach end identifier lights are available on any runway at this facility. The runway ends are lighted to indicate the (red) departure end of each runway; but the normal green threshold identification lights are installed with a black lens on the reverse side. The only indication of runway lighting is the beginning of side white lights indicating the side of runway; but no threshold indication is available. It would be easy to 'land short' of the runway in at least 2 of the 4 runways as there are no other approach lights to them (runways 5 & 14).
