Narrative:
Air carrier flight from frankfurt to atlanta. After coming off north atlantic track (gander cleared flight to atlanta nat 249? (I don't remember the exact number) to charlevoix, atlanta. Nearing st jean, center asked where we were going. The captain replied. Center responded what was our clearance. The captain read back our clearance and ICAO flight plan. Center asked who gave us the clearance. Captain responded gander. At that point center told us to switch frequencys (note: flight was in radar contact the entire time). On jul/sun/89, I was informed that a letter of complaint for gross navigational error of 19 NM had been filed with our company from canada. Was on track per ICAO flight plan. Montreal center believed we should have been on the non common portion of nat (249?) after charlevoix. To prevent this either the ICAO or the non common portion should be given as part of the clearance.

Title: GROSS NAVIGATIONAL ERROR ON CANADIAN DOMESTIC NORTH AMERICAN ROUTE (NAR) AFTER OCEANIC CROSSING ON NORTH ATLANTIC (NAT) TRACK SYSTEM.
Narrative: ACR FLT FROM FRANKFURT TO ATLANTA. AFTER COMING OFF NORTH ATLANTIC TRACK (GANDER CLRED FLT TO ATLANTA NAT 249? (I DON'T REMEMBER THE EXACT NUMBER) TO CHARLEVOIX, ATLANTA. NEARING ST JEAN, CENTER ASKED WHERE WE WERE GOING. THE CAPT REPLIED. CENTER RESPONDED WHAT WAS OUR CLRNC. THE CAPT READ BACK OUR CLRNC AND ICAO FLT PLAN. CENTER ASKED WHO GAVE US THE CLRNC. CAPT RESPONDED GANDER. AT THAT POINT CENTER TOLD US TO SWITCH FREQS (NOTE: FLT WAS IN RADAR CONTACT THE ENTIRE TIME).
