Narrative:
Requested permission from the tower to do a flyby for the air show. Flew down the ILS approach path to 300' clean at approximately 200 KTS. 1/3 of the way down runway 36L we made a climbing right turn and re-entered the traffic pattern for a landing. About 3 hours after landing, we were advised by the FAA that they had received no performance package for the flyby. We, nor airline B, nor airline C, were aware of any such requirement. Callback conversation with reporter revealed the following: confirmed that the 'performance package' required in this incident is not indicated in FARS or any information circular. The 'performance package' is to be submitted by the airline to the FAA and describes the maneuver to be flown by the air carrier aircraft, and provides proof of the ability of the aircraft to perform the maneuver within the limits of the aircraft performance manual. The FAA, upon approval, provides a hand written waiver to the part 121 operations specifications.

Title: AN AIR CARRIER FLT CREW EXECUTING A FLYBY AT ILS MINIMUMS AT AN AIRSHOW IS CITED BY A REPRESENTATIVE OF THE FAA FOR NON COMPLIANCE WITH THE PERFORMANCE PACKAGE.
Narrative: REQUESTED PERMISSION FROM THE TWR TO DO A FLYBY FOR THE AIR SHOW. FLEW DOWN THE ILS APCH PATH TO 300' CLEAN AT APPROX 200 KTS. 1/3 OF THE WAY DOWN RWY 36L WE MADE A CLIMBING RIGHT TURN AND RE-ENTERED THE TFC PATTERN FOR A LNDG. ABOUT 3 HRS AFTER LNDG, WE WERE ADVISED BY THE FAA THAT THEY HAD RECEIVED NO PERFORMANCE PACKAGE FOR THE FLYBY. WE, NOR AIRLINE B, NOR AIRLINE C, WERE AWARE OF ANY SUCH REQUIREMENT. CALLBACK CONVERSATION WITH REPORTER REVEALED THE FOLLOWING: CONFIRMED THAT THE 'PERFORMANCE PACKAGE' REQUIRED IN THIS INCIDENT IS NOT INDICATED IN FARS OR ANY INFO CIRCULAR. THE 'PERFORMANCE PACKAGE' IS TO BE SUBMITTED BY THE AIRLINE TO THE FAA AND DESCRIBES THE MANEUVER TO BE FLOWN BY THE AIR CARRIER ACFT, AND PROVIDES PROOF OF THE ABILITY OF THE ACFT TO PERFORM THE MANEUVER WITHIN THE LIMITS OF THE ACFT PERFORMANCE MANUAL. THE FAA, UPON APPROVAL, PROVIDES A HAND WRITTEN WAIVER TO THE PART 121 OPERATIONS SPECIFICATIONS.
