Narrative:
I made a localizer approach to runway 32 winchester. Upon reaching minimums 1060 MSL I had no ground contact. I was aware that a previous attempt by a corp aircraft had missed so I elected to go to martinsburg (mrb) where they have a full ILS. The next afternoon I picked up the aircraft at mrb to fly to west 16. Immediately upon liftoff I experienced severe roll to the left, while using full spoiler deflection I applied electric trim to stabilize aircraft. I noticed that in straight and level hands off the trim indicator showed half way between center and full right. Approaching winchester I called unicom and asked for a gear up flyby inspection. They acknowledged. I made a pass down the airport to left side of runway 32. I was told the gear was up and nothing else appeared unusual. I then put the gear down and landed on runway 32. My speed during the pass was 150-160 KTS. Upon landing the trim indicator was still to the right but the trim tabs were centered. There has been much talk regarding this flyby and it may have been reported to the FSDO. The airport manager said they received complaints on monday during the missed approach and after the flyby on tue.

Title: LIGHT TWIN ENGINE TURBOPROP CORPORATE ACFT INCITES LOW FLYING OR NOISE COMPLAINTS FOR APCH MISSED APCH IN FIRST INCIDENT, AND A LOW PASS OVER THE RWY IN THE SECOND INCIDENT.
Narrative: I MADE A LOC APCH TO RWY 32 WINCHESTER. UPON REACHING MINIMUMS 1060 MSL I HAD NO GND CONTACT. I WAS AWARE THAT A PREVIOUS ATTEMPT BY A CORP ACFT HAD MISSED SO I ELECTED TO GO TO MARTINSBURG (MRB) WHERE THEY HAVE A FULL ILS. THE NEXT AFTERNOON I PICKED UP THE ACFT AT MRB TO FLY TO W 16. IMMEDIATELY UPON LIFTOFF I EXPERIENCED SEVERE ROLL TO THE LEFT, WHILE USING FULL SPOILER DEFLECTION I APPLIED ELECTRIC TRIM TO STABILIZE ACFT. MY SPEED DURING THE PASS WAS 150-160 KTS. UPON LNDG THE TRIM INDICATOR WAS STILL TO THE RIGHT BUT THE TRIM TABS WERE CENTERED. THERE HAS BEEN MUCH TALK REGARDING THIS FLYBY AND IT MAY HAVE BEEN REPORTED TO THE FSDO. THE ARPT MGR SAID THEY RECEIVED COMPLAINTS ON MONDAY DURING THE MISSED APCH AND AFTER THE FLYBY ON TUE.
