Narrative:
After arriving at the gate our F/a's were scheduled to get off the aircraft. Since their replacements were not yet at the gate, one F/a remained on board and we began to board the new passenger. An FAA inspector advised me to stop boarding as I was in violation of the FARS since we didn't have 3 F/a's on board and this was a 'originating' flight (i.e., it had a new flight number). I did so until we got 2 more F/a's on board. The aci said we could have boarded with only 1 cabin attendant if it had been a through flight but the full compliment is required on an origination. This was all news to me.

Title: ACI STOPS PAX LOADING BECAUSE REQUIRED NUMBER OF CABIN ATTENDANTS ARE NOT ON BOARD. FLT CREW ASSUMED THAT THE REG, FEDERAL AVIATION REG 121 PT 391 (3) APPLIED ON A STOP WHERE PASSENGERS REMAINED ON BOARD IN ANTICIPATION OF THEIR NEXT STOP. THE VARIATION HERE WAS THAT THE FLT NUMBER WAS CHANGED AND IT WAS CONSIDERED TO BE AN ORIGINATING FLT.
Narrative: AFTER ARRIVING AT THE GATE OUR F/A'S WERE SCHEDULED TO GET OFF THE ACFT. SINCE THEIR REPLACEMENTS WERE NOT YET AT THE GATE, ONE F/A REMAINED ON BOARD AND WE BEGAN TO BOARD THE NEW PAX. AN FAA INSPECTOR ADVISED ME TO STOP BOARDING AS I WAS IN VIOLATION OF THE FARS SINCE WE DIDN'T HAVE 3 F/A'S ON BOARD AND THIS WAS A 'ORIGINATING' FLT (I.E., IT HAD A NEW FLT NUMBER). I DID SO UNTIL WE GOT 2 MORE F/A'S ON BOARD. THE ACI SAID WE COULD HAVE BOARDED WITH ONLY 1 CAB IF IT HAD BEEN A THROUGH FLT BUT THE FULL COMPLIMENT IS REQUIRED ON AN ORIGINATION. THIS WAS ALL NEWS TO ME.
