Narrative:
Quick VFR flight to ZZZ1; and on the return leg; as I was descending; I tried to level off at 5;000 ft or so. As I added power to maintain altitude; I realized I had an engine failure. I called tower and advised I had an engine failure. I eventually regained power; and landed safely. I did declare an emergency; but I did not file any paperwork. I am now filling this out; just in case.

Title: Upon attempting to level off at 5;000 FT; a C172 pilot discovers his engine has failed. The Tower is notified; an emergency is declared and the flight continues to the airport; eventually regaining power.
