Narrative:
Commuter X flight (smf to sbp) was in a VFR descent for a visual approach to sbp airport runway 29. While in a VFR descent with navigation lights on, landing lights and recognition lights on, first officer spotted light twin aircraft at about 1 mi in a climb. An immediate left climbing evasive maneuver was performed by me in order to avoid near head-on collision. Even after maneuver, I was not sure both aircraft would clear. I believe other aircraft to be a commuter Y twin flying from sbp to salinas. Other aircraft took no evasive action. ZLA did not call out traffic to our flight and may not have seen him because of mountainous terrain. After I told ZLA about it he said he saw a mode C at 6800' on that other aircraft, so he was squawking IFF, at least after he passed us. My windows need cleaning. I also recommend approach and departure corridors assigned by tower/ATC to avoid midairs around sbp. This has been reported to company X chief pilot.

Title: CLOSE PROX 2 COMMUTER SMT'S NORTH OF SBP.
Narrative: COMMUTER X FLT (SMF TO SBP) WAS IN A VFR DSCNT FOR A VISUAL APCH TO SBP ARPT RWY 29. WHILE IN A VFR DSCNT WITH NAV LIGHTS ON, LNDG LIGHTS AND RECOGNITION LIGHTS ON, F/O SPOTTED LIGHT TWIN ACFT AT ABOUT 1 MI IN A CLIMB. AN IMMEDIATE LEFT CLIMBING EVASIVE MANEUVER WAS PERFORMED BY ME IN ORDER TO AVOID NEAR HEAD-ON COLLISION. EVEN AFTER MANEUVER, I WAS NOT SURE BOTH ACFT WOULD CLEAR. I BELIEVE OTHER ACFT TO BE A COMMUTER Y TWIN FLYING FROM SBP TO SALINAS. OTHER ACFT TOOK NO EVASIVE ACTION. ZLA DID NOT CALL OUT TFC TO OUR FLT AND MAY NOT HAVE SEEN HIM BECAUSE OF MOUNTAINOUS TERRAIN. AFTER I TOLD ZLA ABOUT IT HE SAID HE SAW A MODE C AT 6800' ON THAT OTHER ACFT, SO HE WAS SQUAWKING IFF, AT LEAST AFTER HE PASSED US. MY WINDOWS NEED CLEANING.
