Narrative:
A corporate jet was holding short of runway 24. Tower instructed the jet to 'line up and wait.' the jet start moving a few feet but suddenly come to an abrupt stop after the hold short line had been crossed; but not physically on the actual runway yet. The jet had stopped as the pilot had seen a single engine aircraft on short final for the same runway 24. After the jet had stopped completely the single engine aircraft passed directly in front of it; and landed. The jet was then again instructed by the tower to now line up and wait; an instruction that had already been given. If the jet had not stopped; it would have been a very close call.
