Narrative:

Md-83 aircraft inbound with a discrepancy that the anti-ice light came on for the right engine. On inspection found the right engine; right anti-ice valve would not electrically move to the 'open' position. Placarded the right engine; right anti-ice valve in 'open' position as instructed in MEL. I don't know. There was no discrepancy written in logbook after I placed the MEL. Once again I was in compliance with the MEL. I was in compliance with everything with this MEL. It flew six legs after I placarded the valve with no discrepancy before it landed in ZZZ and stayed 2.7 days. Evening shift. Gate location.

Title: Two Aircraft Maintenance Technicians (AMTs) report about an MEL disconnect procedure they had performed on the right engine; right outboard anti-ice valve on an MD-83 aircraft. The valve was later found to be connected and not in compliance with the MEL dispatch requirements they had signed for. Technician notes that undocumented maintenance had occurred.
