Narrative:
Aircraft X entered an active air show tfr that was assumed was due to the air show aircraft completing their show and national anthem flyover. The air show tfr was overlapped by a sporting event tfr that the aircraft X had an approved waiver for issued by the tsa. After the air show and national anthem flyovers were completed aircraft X entered the area to complete my work.after 30 minutes there was another flyby by a group of aircraft at the start of the event. Later they said that air show tfr was still in effect and that the aircraft X entered the airspace without prior authorization. The ZZZ tower was closed. Because of those circumstances the aircraft X pilot was unable to verify the air show NOTAM effective times. In my opinion aircraft X was operating now within the tfr that it had an approved waiver for. Aircraft X operated at this event earlier in the year and there is always ground communication from track control and coordination with the air boss with all aircraft in the vicinity. There was no event control or communication from the air boss at this event on the common track frequency. If the air boss on the ground was communicating on a common frequency aircraft X would have known about the other flyby and would have remained clear of the area. FAA inspectors knew aircraft X was in the airspace and the air boss also knew it was in the airspace. My question is; why did the air boss allow the second flyby to occur if there was a known conflict in the air space?

Title: An annual air show and a sporting event overlapped causing confusion about the efficacy of the overlapping TFRs so that entering the sports TFR violated the air show TFR. A near miss resulted because of the confusion.
