Narrative:
The first officer was flying the aircraft at the time; on downwind he asked for flaps 9. When I selected flaps 9; we immediately received an EICAS warning for the flaps. We then ran the flap failure checklist. When we completed the checklist; I declared an emergency. We advised the flight attendant; dispatch and maintenance control of the situation. I then took control of the aircraft and made a 0 flap landing. We made a safe landing; taxied the aircraft to the gate. After we shut down the aircraft; I wrote up the failure. Once we had all of the passengers off of the aircraft local maintenance met us to talk about what had happened. I showed them the write up and they said that they would take care of it. The event occurred because of a failure in the flap system.
