Narrative:

Today the cle primary radar went OTS with the backup qdb radar site being OTS for numerous weeks (making cle on ATC alert) resulting in cle going ATC zero. After what has to be considerable unnecessary delays to getting the aircraft that were taxied out airborne I was told to depart successive aircraft off ry 6L on runway heading and climb to 5000 feet and to depart them 2 minutes apart. There is no non-radar rule that covers this procedure. There was no call from ZOB indicating either longitudinal or lateral separation had been accomplished between departures.
