Narrative:

On departure from atl we were cleared to 10000'. At 10000' I saw that the first officer was still climbing. I told him to level off, but by the time he could level off we were at 10500', and immediately descended back to 10000'. The first officer's altimeter was still set at AGL for atl and read 9000' at 10000' MSL. 'Altimeters' is on the checklist after 10000'. The autothrottles were inoperative, which further increased our workload.
