Narrative:
Air carrier X was #1 at runway 28L, checked in and was instructed to hold short of runway 28L for landing traffic on a 3 mi final. As the mlt on final approached a 1 mi final, a voice keyed in stating, 'turn the runway landing lights and centerline lights down. ' Assuming it was mlt on final, I reached for the lights, but questioned the caller at the same time. It had been air carrier X; he should have idented himself.

Title: ACR HOLDING ON THE GND ASKED THE TWR TO TURN DOWN THE RWY LIGHTS WHILE ANOTHER ACFT WAS ON A SHORT FINAL.
Narrative: ACR X WAS #1 AT RWY 28L, CHKED IN AND WAS INSTRUCTED TO HOLD SHORT OF RWY 28L FOR LNDG TFC ON A 3 MI FINAL. AS THE MLT ON FINAL APCHED A 1 MI FINAL, A VOICE KEYED IN STATING, 'TURN THE RWY LNDG LIGHTS AND CENTERLINE LIGHTS DOWN. ' ASSUMING IT WAS MLT ON FINAL, I REACHED FOR THE LIGHTS, BUT QUESTIONED THE CALLER AT THE SAME TIME. IT HAD BEEN ACR X; HE SHOULD HAVE IDENTED HIMSELF.
