Narrative:
The second situation was caused later by tower at jfk. On final approach, tower cleared an aircraft into position for takeoff. While it was apparent that the runway wasn't going to be cleared, I continued the approach to 500'. At that time I performed a missed approach and later landed safely. In my judgement, both of these problems were caused by congested traffic conditions. ATC personnel were obviously very stressed. Their voices showed 'overload' and they were making errors by trying to work too much traffic.

Title: REPORTER ACFT EXECUTED GO AROUND BECAUSE OF TRAFFIC ON RWY.
Narrative: THE SECOND SITUATION WAS CAUSED LATER BY TWR AT JFK. ON FINAL APCH, TWR CLRED AN ACFT INTO POSITION FOR TKOF. WHILE IT WAS APPARENT THAT THE RWY WASN'T GOING TO BE CLRED, I CONTINUED THE APCH TO 500'. AT THAT TIME I PERFORMED A MISSED APCH AND LATER LANDED SAFELY. IN MY JUDGEMENT, BOTH OF THESE PROBLEMS WERE CAUSED BY CONGESTED TFC CONDITIONS. ATC PERSONNEL WERE OBVIOUSLY VERY STRESSED. THEIR VOICES SHOWED 'OVERLOAD' AND THEY WERE MAKING ERRORS BY TRYING TO WORK TOO MUCH TFC.
