Narrative:
I was working LC1 and had aircraft X; an unfamiliar pilot; handed off to me from the north. I put him in a right downwind for 28R and noticed that when he turned final I did not observe a landing light. I advised the pilot; 'I'm not observing your landing light; verify your gear is down' to which he replied; 'it is now'. He landed safely without incident.
