Narrative:

While in cruise flight heading for an airport (wyoming valley) in the wilkes barre TRSA (avp), we contacted approach control at avp to notify them of our intention to fly through their airspace and descend into wyoming valley. The approach controller, instead of a more normal response, asked for our north number repeatedly. He then asked for our home base and if the airplane was privately owned or a rental. The controller then asked if we had flown in the area of justus (PA). He said that we had been there buzzing a house near his and warned us he had our tail number. We do not buzz houses. If this controller got our tail number he did it with a pair of binoculars. Also, should he be concerned about low flying aircraft, there are proper channels to go through, rather than harassing a pilot that he should be helping during the approach portion of a flight. Threats of certificate action just prior to landing do not simplify the procedure. I had a terrible time getting the plane on the ground properly. Several other aircraft were waiting for instructions or clrncs during this harangue.

Title: GENERAL AVIATION PLT ACCUSED OF A BUZZ JOB NEAR CTLR'S HOME.

Narrative: WHILE IN CRUISE FLT HDG FOR AN ARPT (WYOMING VALLEY) IN THE WILKES BARRE TRSA (AVP), WE CONTACTED APCH CTL AT AVP TO NOTIFY THEM OF OUR INTENTION TO FLY THROUGH THEIR AIRSPACE AND DSND INTO WYOMING VALLEY. THE APCH CTLR, INSTEAD OF A MORE NORMAL RESPONSE, ASKED FOR OUR N NUMBER REPEATEDLY. HE THEN ASKED FOR OUR HOME BASE AND IF THE AIRPLANE WAS PRIVATELY OWNED OR A RENTAL. THE CTLR THEN ASKED IF WE HAD FLOWN IN THE AREA OF JUSTUS (PA). HE SAID THAT WE HAD BEEN THERE BUZZING A HOUSE NEAR HIS AND WARNED US HE HAD OUR TAIL NUMBER. WE DO NOT BUZZ HOUSES. IF THIS CTLR GOT OUR TAIL NUMBER HE DID IT WITH A PAIR OF BINOCULARS. ALSO, SHOULD HE BE CONCERNED ABOUT LOW FLYING ACFT, THERE ARE PROPER CHANNELS TO GO THROUGH, RATHER THAN HARASSING A PLT THAT HE SHOULD BE HELPING DURING THE APCH PORTION OF A FLT. THREATS OF CERTIFICATE ACTION JUST PRIOR TO LNDG DO NOT SIMPLIFY THE PROC. I HAD A TERRIBLE TIME GETTING THE PLANE ON THE GND PROPERLY. SEVERAL OTHER ACFT WERE WAITING FOR INSTRUCTIONS OR CLRNCS DURING THIS HARANGUE.
