Narrative:
I cleared a B737 for takeoff runway 08. I then put aircraft X in position; full length on runway 08. There was no traffic on final approach to runway 8 that I was aware of. Approach then called and pointed out a VFR aircraft north of the airport. I took the point out and approved descent on the VFR aircraft through the departure corridor of aircraft X. I was looking north for the VFR aircraft I took the point out on looking away from runway 8. I looked back to aircraft X in position and saw aircraft Y on 1 mile final for runway 08. I looked at the data tag on the radar screen and instructed aircraft Y to go around twice with no response. I instructed aircraft X to exit runway 08 at alpha two intersection. Alpha two taxiway is approx 500 feet from the full length runway 8. Aircraft Y continued on the approach to runway 8 and landed passed the displaced threshold approximately 4500 feet down the runway exited the runway and checked on ground. Aircraft X had not completely cleared the full length of runway 08 when aircraft Y over flew the approach end of runway 08. Aircraft Y never checked in on the tower frequency and was never issued a landing clearance. Aircraft X taxied back to the full length of runway 8 and departed.I should have had aircraft X exit the runway and not leave him in position once I realized he may have to wait for traffic to clear the departure corridor. I also could have instructed aircraft X to make a 90 turn and exit at the full length more expeditiously once I saw aircraft Y on final not on frequency. I could have keyed up approach frequency and made a blind call for aircraft Y to go around but with the position of aircraft Y on final and not on tower frequency I thought my best option was to have aircraft X exit the runway.
