Narrative:
Completed ILS 1/DME approach at iad and touch and go landing. Local instructed us to turn right ot 120, maintain 2500, contact approach 125.8. On switching frequency, heard approach criticizing another pilot for lining up wrong runway. This started a tit-for-tat mild argument which tied up frequency. After argument ended, approach had about 10 clrncs backed up for incoming push which was beginning. We tried to check in repeatedly, but approach would not answer us. Finally, we broke in and approach instructed us to contact dca approach. Dca asked us if we knew that we were in the TCA and we responded that we were on a vector from iad. Dca said that iad forgot about us. Dca thanked us for our supervisor. She said relieving error had occurred: approach controller who had local to give us the departure instruction, had been relieved by the time we switched back to approach. New controller did not know about us.

Title: LIGHT ACFT ON VECTOR FROM APCH CTLR PENETRATES TCA WHILE CTLR ENGAGES IN AN ARGUMENT WITH ANOTHER ACFT.
Narrative: COMPLETED ILS 1/DME APCH AT IAD AND TOUCH AND GO LNDG. LOCAL INSTRUCTED US TO TURN RIGHT OT 120, MAINTAIN 2500, CONTACT APCH 125.8. ON SWITCHING FREQ, HEARD APCH CRITICIZING ANOTHER PLT FOR LINING UP WRONG RWY. THIS STARTED A TIT-FOR-TAT MILD ARGUMENT WHICH TIED UP FREQ. AFTER ARGUMENT ENDED, APCH HAD ABOUT 10 CLRNCS BACKED UP FOR INCOMING PUSH WHICH WAS BEGINNING. WE TRIED TO CHECK IN REPEATEDLY, BUT APCH WOULD NOT ANSWER US. FINALLY, WE BROKE IN AND APCH INSTRUCTED US TO CONTACT DCA APCH. DCA ASKED US IF WE KNEW THAT WE WERE IN THE TCA AND WE RESPONDED THAT WE WERE ON A VECTOR FROM IAD. DCA SAID THAT IAD FORGOT ABOUT US. DCA THANKED US FOR OUR SUPVR. SHE SAID RELIEVING ERROR HAD OCCURRED: APCH CTLR WHO HAD LOCAL TO GIVE US THE DEP INSTRUCTION, HAD BEEN RELIEVED BY THE TIME WE SWITCHED BACK TO APCH.
