Narrative:

In 8/86, our VORTAC was updated to a new generation type that is remotely monitored and also has no backup system. After flight checking it became apparent that it didn't have the power/coverage that our older one had. One of the first changes was a change to our ILS runway 11 approach altitude on the 25 mi arc. An fdc NOTAM was issued. To this day, the new altitude has not been printed on the IAP chart, though commercial chart made the change on the first revision after the new altitude took effect. It's been 3 yrs; why hasn't sac made the change? They say they're too busy!
