Narrative:
I was taxiing an large transport to runway 4R for a high power run-up for maintenance. I originally told him to hold short of runway 4L. When he got there I saw he was stopped and told him to cross. At the same time an air carrier large transport was in position for takeoff runway 27, which overruns onto runway 4L. The air carrier large transport was cleared for takeoff, but the controller cancelled his clearance when the maintenance large transport was observed crossing the departure end.

Title: ATCT GND CTLR CLEARED AN LGT TO CROSS RWY IN FRONT OF AN ACR-LGT CLEARED FOR TKOF. LCL CTLR CANCELLED ACR-LGT'S TKOF CLRNC. OPERATIONAL DEVIATION.
Narrative: I WAS TAXIING AN LGT TO RWY 4R FOR A HIGH PWR RUN-UP FOR MAINT. I ORIGINALLY TOLD HIM TO HOLD SHORT OF RWY 4L. WHEN HE GOT THERE I SAW HE WAS STOPPED AND TOLD HIM TO CROSS. AT THE SAME TIME AN ACR LGT WAS IN POS FOR TKOF RWY 27, WHICH OVERRUNS ONTO RWY 4L. THE ACR LGT WAS CLRED FOR TKOF, BUT THE CTLR CANCELLED HIS CLRNC WHEN THE MAINT LGT WAS OBSERVED XING THE DEP END.
