Narrative:
There appears to be a disconnect between the notams information available to company dispatch and that available to the operating flight crews. I refer specifically to field condition information for enroute emergency diversion airports in russia and china.prior to our departure; dispatch confirmed that uhma and uhmm would both be usable for enroute emergency diversion. In updating that information enroute; I was informed that 'uhma is closed on weekends from 0600Z on fridays until 2100Z on sundays and is not available as an emergency divert. 'The FAA/ICAO published NOTAM says; 'ad not available as an alternate outside ad operating hr.' typically; 'not available as an alternate' does not indicate that the airport is closed to emergency aircraft.in communication with dispatch; we received the following: 'it's not in the NOTAM. We have a service that sends us a daily email updating the status of russian airports. 'The information provided by this service does not appear to be directly available to the operating crews. We see in this case; that the result was that the crew received incorrect information from dispatch regarding the uhma field availability. I note that I have used uhma as an example; but the situation was similar for a variety of russian emergency diversion airports.it would appear that dispatch has information regarding emergency diversion airport field conditions and field availability that is not included in the published ICAO notams. This information needs to be directly and readily available to the operating crews prior to and during the flight.

Title: The Captain of a B777 utilizing far north Pacific routes advised that alternate airport availability NOTAMs provided by Dispatch; does not match with ICAO NOTAMs obtained enroute; which state that those airports are unavailable for alternate purpose. The reporter feels that information should be provided to flight crews along with the regularly issued weather and flight preparation data.
