Narrative:
Approaching lga on vectors to runway 31, an small aircraft was noted to pass 300-400' below, right to left, on a vector away from lga. We were assigned tower frequency and were in the process of switching, when the F/east and I noticed the small aircraft. The F/east was instructed by the captain to return to approach frequency and advise them as to the position of the small aircraft. Approach was still unaware of the aircraft.

Narrative: APCHING LGA ON VECTORS TO RWY 31, AN SMA WAS NOTED TO PASS 300-400' BELOW, RIGHT TO LEFT, ON A VECTOR AWAY FROM LGA. WE WERE ASSIGNED TWR FREQ AND WERE IN THE PROCESS OF SWITCHING, WHEN THE F/E AND I NOTICED THE SMA. THE F/E WAS INSTRUCTED BY THE CAPT TO RETURN TO APCH FREQ AND ADVISE THEM AS TO THE POS OF THE SMA. APCH WAS STILL UNAWARE OF THE ACFT.
