Narrative:
ILS prm 16R. While shooting the ILS prm to 16R you are instructed to monitor 119.45. While monitoring the frequency while on approach control we heard tower use the monitor frequency for normal tower communications. This was very distracting. I thought the monitor frequency was for breakout instructions; or other than normal tower communications.
