Narrative:
Departed oak under special VFR. Told to proceed direct the mid-span of the san mateo bridge. Once airborne, only had 1-2 mi visibility and could not see the bridge. Tower had to come on twice to tell me to proceed to the bridge as I was conflicting with 29 localizer. Finally was able to get a heading. Next time I will think ahead before accepting special VFR and request specific headings versus visibility references that exceed the visibility distance.
