Flew to hsd direct; had flight following approaching hsd told okc approach has airport in sight; asked if any traffic ahead told me a target 5 miles north of hsd; discontinued flight following ; got on [CTAF] 122.7 and said intentions; right base to 17 and final to 17 full stop. [Another] aircraft; a piper arrow fixed gear [I] believe said they saw me; I did not see them and [they] flew right in front of me as I was turning final; same altitude and 300 feet from me; to me a close call; the piper continued on and proceeded to do touch and goes; I believe in training. They saw me and should have gone behind not in front.
