A dispatcher reported an aircraft departed ntd with incorrect ZFW numbers from clp. The aircraft was 19;700 lbs. Heavier than what clp was told by 'ride along.' the air crew were given incorrect numbers prior to takeoff.

Narrative:
Aircraft departed ntd with incorrect ZFW numbers from clp. Error appears to have come from between "ride along" and communication to clp. Aircraft was 19;700lbs heavier than what clp was told by ride along; and thus crew were given incorrect numbers prior to take off. This is not the first time that actual weights are not correct at departure. System is severely flawed.
