Narrative:
Small aircraft X called ready to go runway 28 southeast departure. Light transport X was in position on runway 35R holding in position. I asked small aircraft X if he could make a left turn southeast prior to the alana taxiway, which is the parallel taxiway east of runway 35R, that pilot replied affirmative. I cleared small aircraft X for takeoff with the restriction on the turn and advised him traffic would be an light transport jet departing runway 35R. I then cleared light transport Y for takeoff and advised him of the traffic departing runway 28. Small aircraft X did not comply with the restriction and turned just prior to runway 35R as light transport Y passed on the upwind. In the future I will disapprove any runway 28 departures if there will be any conflict with traffic on runway 35R. Callback conversation with reporter revealed the following: no system error was filed. No near midair collision reports were filed by the pilots. Reporter estimates the separation between aircraft was 200' horizontally, 0' vertically.

Title: TWR LCL CTLR HAD LESS THAN STANDARD SEPARATION BETWEEN SMA X AND LTT Y WHEN CLEARED FOR TKOF. SYSTEM ERROR. NMAC.
Narrative: SMA X CALLED READY TO GO RWY 28 SE DEP. LTT X WAS IN POSITION ON RWY 35R HOLDING IN POSITION. I ASKED SMA X IF HE COULD MAKE A LEFT TURN SE PRIOR TO THE ALANA TXWY, WHICH IS THE PARALLEL TXWY E OF RWY 35R, THAT PLT REPLIED AFFIRMATIVE. I CLRED SMA X FOR TKOF WITH THE RESTRICTION ON THE TURN AND ADVISED HIM TFC WOULD BE AN LTT JET DEPARTING RWY 35R. I THEN CLRED LTT Y FOR TKOF AND ADVISED HIM OF THE TFC DEPARTING RWY 28. SMA X DID NOT COMPLY WITH THE RESTRICTION AND TURNED JUST PRIOR TO RWY 35R AS LTT Y PASSED ON THE UPWIND. IN THE FUTURE I WILL DISAPPROVE ANY RWY 28 DEPS IF THERE WILL BE ANY CONFLICT WITH TFC ON RWY 35R. CALLBACK CONVERSATION WITH REPORTER REVEALED THE FOLLOWING: NO SYSTEM ERROR WAS FILED. NO NMAC REPORTS WERE FILED BY THE PLTS. REPORTER ESTIMATES THE SEPARATION BETWEEN ACFT WAS 200' HORIZONTALLY, 0' VERTICALLY.
