Narrative:
On climbout I noticed that the aircraft was climbing unusually slow. I said this to the captain. We then realized that the after takeoff checklist had not been done properly and the flaps were still set at 9. We were less than 250 knots so we put the flaps up. We had exceeded the 250 knots restriction for flaps 9. We landed and called maintenance for an inspection. Lack of crew communication. The checklist was called for but not completed.
