Narrative:
Aircraft, an small aircraft, (operated by flight school for a general aviation company) had mode C operating problems. The mode C was removed for maintenance and an authorization code #north xyz was provided by ny TRACON for continued operation of the aircraft through sep/sat/89. On oct/sun/89, the aircraft filed IFR from teterboro-stewart-farmingdale-teterboro. The aircraft was confirmed not to have mode C with teterboro clearance delivery (it filed '/T', transponder but no mode C). This was accepted by ny TRACON and the aircraft was cleared for the flight via ny TCA. While at farmingdale, ny approach stated the aircraft did not have mode C and should not be operating in the ny TCA. Ny approach did not allow the aircraft to takeoff IFR back to teterboro. The controller also requested the names of the 2 pilots and indicated a suspension of their pilot certificates may occur. The aircraft was then allowed to fly VFR back to teterboro, remaining clear of all ny TCA airspace.

Title: PLT OF SMA OPERATED ACFT THROUGH TCA WITHOUT MODE C CAPABILITY.
Narrative: ACFT, AN SMA, (OPERATED BY FLT SCHOOL FOR A GENERAL AVIATION COMPANY) HAD MODE C OPERATING PROBLEMS. THE MODE C WAS REMOVED FOR MAINT AND AN AUTHORIZATION CODE #N XYZ WAS PROVIDED BY NY TRACON FOR CONTINUED OPERATION OF THE ACFT THROUGH SEP/SAT/89. ON OCT/SUN/89, THE ACFT FILED IFR FROM TETERBORO-STEWART-FARMINGDALE-TETERBORO. THE ACFT WAS CONFIRMED NOT TO HAVE MODE C WITH TETERBORO CLRNC DELIVERY (IT FILED '/T', TRANSPONDER BUT NO MODE C). THIS WAS ACCEPTED BY NY TRACON AND THE ACFT WAS CLRED FOR THE FLT VIA NY TCA. WHILE AT FARMINGDALE, NY APCH STATED THE ACFT DID NOT HAVE MODE C AND SHOULD NOT BE OPERATING IN THE NY TCA. NY APCH DID NOT ALLOW THE ACFT TO TKOF IFR BACK TO TETERBORO. THE CTLR ALSO REQUESTED THE NAMES OF THE 2 PLTS AND INDICATED A SUSPENSION OF THEIR PLT CERTIFICATES MAY OCCUR. THE ACFT WAS THEN ALLOWED TO FLY VFR BACK TO TETERBORO, REMAINING CLEAR OF ALL NY TCA AIRSPACE.
