I was providing VFR vectors to a cessna for a practice instrument approach. The flight was on a south downwind to crq when the pilot reported that an unmanned aerial vehicle with a red light came within 50 feet of his position. Regulate uav usage and prosecute violators.

Title: SCT Controller reported a conflict between a Cessna 172 pilot and an unmanned aerial vehicle within 50 feet of their aircraft while on a south downwind to CRQ.
Narrative: I was providing VFR vectors to a Cessna for a practice instrument approach. The flight was on a south downwind to CRQ when the pilot reported that an Unmanned Aerial Vehicle with a red light came within 50 feet of his position. Regulate UAV usage and prosecute violators.
